Project WIN

Project WIN is a workforce development program offered by the DCIU to empower young
adults who are out of school or have not completed high school. The program offers employment/vocational support services to Out of School (OSY) individuals, ages 16-24, with or without their HS diploma.

THE GOAL: to help youth in Delaware County achieve and maintain family-supporting employment in High Priority Occupations (HPOs).

Eligible participants must possess one or more of the following barriers:

  • A youth who has not attended school for at least the most recent school year calendar quarter
  • A youth who has received a HS diploma or a recognized equivalent who is a low-income individual and is either basic skills deficient or an English language learner
  • A justice-involved individual
  • Is experiencing housing insecurity
  • An individual who is in foster care, or who has aged out of the foster care system, or who is 16 years of age and left foster care for kinship guardianship
  • A youth eligible for assistance under sec. 477 of the Social Security Act (42 U.S.C. 677), or in an out-of-home placement
  • A young adult who is pregnant or parenting
  • An individual with a disability
  • A low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment
  • Participants must be a US citizen or be legally authorized to work in the United States.

Services provided (both in-house and from community partners) include:

  • Career, interests, and skills assessments
  • Case management services
  • Resources to training, certification, and apprenticeship programs
  • Access to full-time subsidized work experiences
  • Assistance with internships
  • Interpersonal and interview skills training
  • Referrals to GED prep classes
  • Access to tutoring resources
