Overview
 
The DCIU ELL (English Language Learners) Program provides ESL (English as a Second Language) instruction in the following Delaware County School Districts: Chichester, Garnet Valley, Interboro, Penn Delco, Southeast Delco, Springfield and Wallingford-Swarthmore. The DCIU Title III Consortium consists of the districts above, in addition to Rose-Tree Media and Ridley School Districts. We also provide services to Chester Community Charter School.

 
Currently, the program has over 500 students enrolled, including both active and monitored students. The program instructs students in their home school, whose primary language is not English, as well as students who are born outside the United States and have significant difficulty reading, writing, and understanding the English language. These difficulties may deny such individuals the opportunity to learn successfully in classrooms where English is the language of instruction. Education is focused on increasing the listening, speaking, reading and writing skills of ELLs (English Language Learners).

 

The DCIU English Language Learners Program successfully instructs students who speak over 50 languages in seven school districts. So far, this program has:

 

    1. Successfully implemented new textbooks at the elementary and secondary levels during the 2007-2008 school year.
    2. Currently finished an alignment project between the PA English Language Proficiency Standards and the new textbook series.
    3. Representation at WIDA (World Class Instructional Design and Assessment) meetings and at the PA State English Language Proficiency Standard Committee.
    4. Successfully established a variety of community partnerships to assist students and their families.

Through structured, focused instruction, students who speak very little English are able to acquire the necessary skills to be successful in the classroom. The amount of time it takes to fully acquire the English language is different for every student and is dependent upon many external and internal factors. Activities are language based and targeted at building our students’ reading, writing, listening and speaking skills.

 
Parents of English Language Learners receive information in a variety of ways. ELL teachers and school staff have access to TransACT, a company that has translated several general parent notifications into a variety of languages.  Parent meetings are held in participating districts every year.
