Business Office
Oversees the management, preparation and presentation of more than 60 budgets totaling more than $100 million. It is the responsibility of the Business Office to ensure the Intermediate Unit’s compliance with all state and federal fiscal regulations. Cash management, year-end reconciliations, financial reports and payroll services for approximately 1,200 employees are provided.

Bus Driver Training
Provides a centralized certification/recertification course for school district bus drivers. Training is provided on a fee basis.

Child Accounting
Collects enrollment information for each district and DCIU for subsidy, billing and state reports. Prepares and submits all child accounting reports to PDE for districts and DCIU.
Healthcare Affiliation
Oversees the coordination of quality, cost-effective health care benefits for Delaware County school employees. Participates in four-county events to further negotiate better benefits at affordable rates.
Information Technology and Systems
Oversees all DCIU management information technology systems and child accounting programs. Provides in-house computer training for DCIU staff.

Joint Purchasing
Coordinates one of the largest joint purchasing programs in the state, producing more than $1 million in savings for member districts. More than 25 items are submitted for bids. Participation is voluntary and is open to districts only.

Legislative Council
Provides legislative and information services for districts as permitted under Act 102. Regular meetings are held with elected officials to discuss issues of importance to the education community. Timely legislative updates are prepared and distributed to school board members and superintendents.

Education Foundation
Coordinates distribution of grants to DCIU faculty and staff to enhance curriculum and learning experience. Coordinates activities, such as the annual golf outing, to raise funds for distribution.

Provides negotiation and employee information to districts. Coordinates meetings for district personnel involved in the contract negotiation process

Operations
Oversees the maintenance of more than 100 locations throughout the county. Manages warehousing and distribution of common use materials and supplies within DCIU. Manages DCIU’s telecommunications systems. Oversees Head Start bus transportation.

Oversees the implementation of all hiring procedures, benefits and personnel policy for DCIU. Coordinates substitute services and Diversity Job Fair.

Safe Schools Initiative
The Safe Schools Initiative is a collaborative, countywide effort geared toward promoting school safety and response to critical incidents. Consultation is available regarding safe school plans, school violence prevention programs and training resources.
